I don't see any problem here.  The pubrules checker is just
not smart enough to handle this case.

The WG is now working under PP; XInclude was beyond the CR stage
when the WG went from CPP to PP, so it remains under CPP.

I'm sure Philippe can confirm, as we've discussed this before.

I assume there will be no problem publishing this tomorrow.
