proposal: reintroduce @for into the Core attribute collection

i'm posting this to the list, because as i noted in the discussion
page for the proposed elements and element reform page on the XHTML2
wiki

@for would take an IDREF, and operate much in the manner it did in 
HTML 4.01 with the important exception that it will not be limited to 
use with the LABEL element, but be extended to provide a reuse 
mechanism for (at least) ABBR, Q, D, and CITE. A for attribute would 
also be extremely useful as a means of establishing a relationship 
between a quote and its source, as outlined in:

can i stroke should i create an issue for this proposal, as well as for 
the D (for dialogue) proposal outlined at:
