Hi Misha,

while we have not updated this draft in a while, we are still actively using and further developing it.

The community around this is the annodex community and if you look at www.annodex.net you will see that it is being used in conjunction with the Ogg container (from www.xiph.org) for accessing Ogg audio & video content at time offsets over the net. There is software published at www.annodex.net to provide this support on Web servers and in Web browsers.

May I ask what your particular interest is? Will you be using this specification for different media types or are you also interested in using it with the framework and structure created around Annodex?
