It is entirely possible that the pubrules checkes chokes because the  
document isn't valid.

There are 74 errors to fix:

10 of which can not be fixed automatically as they are about missing alt

Attached is a version you could use. It's been generated automatically  
using tidy. All you need to do is fix the 10 following errors:

You also have a couple of broken links, that I'm afraid can't be avoided  
till publication. The first is a link to style.css and the other one  
appears after "Latest Published Version:".

You had a question about that in your message below. To learn about the  
syntax of the URIs, look at the "Document Identifiers" section of:

Then, upload the revised version and run again the pubrules checker.

Do not forget to contact the webmaster to secure a publication date,  
following the text at:

The publications occur on Tuesdays and Thursdays.
