infrastructure costs (rather than infrastructural costs)

I'm more used to the phrase "infrastructure costs". Could we replace "infrastructural" with "infrastructure" here?

"This approach could make it possible for small institutions or individual projects to make themselves more visible and connected while reducing infrastructural costs."
