We utilised a very similar approach in the Camp Roberts RELIEF 10-1 experiments late last year in supporting SMS from the field using special keywords and lat/long embedded in text messages to enable automatic entry of information into Sahana.

If these Twitter tags gain traction, we could probably look at something supporting them.
