Was this action supposed to reference the TLS/SSL protocol RFC 4346 or is the action focused on the symmetric key exchange part of a public cipher - RFC 3766? I wrote something about TLS/SSL back on 11/14/07. I think that text needs more work to be useable - not sure where we are going with action 370 and reference to RFC 3766.
