RE: ISSUE-42: Re: 3.2 Non-HTTP Web interactions (public comment)

Seems like issue-42 now overlaps issue-40 presentation of security
information. We were pinged that it is not enough to encourage access
to security details, User Agents must provide access to security
details. The following W3C WG has the recommendation. Comment was that
WSC should just point to the UAAG 1.0. WG guideline and not redefine
it.

The text in Non-goals 3.1 Presentation of all security information
should be reviewed and be in agreement with W3C WG Techniques for User
Agent Accessibility Guidelines 1.0 (UAAG 1.0.)

<BLOCKED::BLOCKED::http://www.w3.org/TR/UAAG10-TECHS/guidelines.html#Gu
idelines>

Guideline 2. Ensure user access to all content

Thanks. It's still missing some sentence that helps the reader
understand the relation of scope to goals. Which has been a point of
confusion multiple times. Please add such a sentence (whether or not it
is my proposed sentence, which, to recap, is: "This section is further
refined by the goals and non goals sections, which specify which parts
of the scope the group will concentrate its resources on, and which
parts it will not".)

I've updated these sections of the Note. I didn't use the exact

I declare concensus. The editors will make the change and close
the issue.
