If there's no WSDL then an empty GetWSDLResponse is sent. From the spec:
The absence of any child elements indicates that the endpoint does
not have any WSDL document, or additional metadata, associated with it.

what happens if DeleteMetadata deletes "the main WSDL" from a service
The GetWSDL operation is defined to return "the service's WSDL metadata
document". What should this operation do if someone deletes "the service's
WSDL metadata document" using DeleteMetadata?
