Currently, each of the WS-RA specs has its own section on its metadata (policy), e.g. WS-Eventing (Section 9), WS-Mex (Section 11), WS-Transfer (Section 7), etc. These are optional features and they can evolve on their own right to address related open issues associated with the metadata, which have no impact to the core of the WS-RA specs. As metadata features may need to evolve separately from the core and become a significant part by its own, we would like to propose a separate WS-RA metadata (policy) spec that specifies all metadata (policy) related issues for WS-RA specs and move the metadata sections in each of the WS-RA specs to the WS-RA metadata spec. This is inline with other W3C standard developments, e.g. WS-Addressing, and has the benefit that WS-RA metadata (policy) spec can continue to update and evolve, while the core specs of WS-RA remain unchanged.
