Since the section "3.2 Considerations on the use of extensibility points" describes that extensions MUST NOT contradict the base semantics, I suggest removing the paragraph [1]. This is consistent with how other extension points are treated/described in the specification.
[1] WS-Eventing paragraph to be removed

OPTIONAL extensibility attributes that do not affect processing."

The semantics of the possible extension elements to wse:RetryAfter are under-specified. The current text says:
"/wse:RetryAfter/@any
OPTIONAL extensibility attributes that do not affect processing."
Proposal:
"OPTIONAL extensibility attributes that MUST NOT affect processing."
