Draft proposal version 0.7 for issue 6401

This is an  updated version  (version 0.7) of the concrete proposal for
issue 6401 that was first submitted to 6401 Task team on 05/04/09.
 
We had a conference call last Thursday (05/21/09), and did some
brainstorming on another alternative. Gil will prepare some write-ups on
the alternative for further discussion.

Here is our concrete proposal of issue 6401 that was submitted to 6401

It is based on Gil's original proposal with amendments. An overview page
is provided to illustrate the approach.
 
This proposal should be treated as work in progress.
