Following on Geoff's proposal:

change:
This specification defines extensions to WS-Transfer. While its initial
design focuses on management resource access its use is not necessarily
limited to those situations.
to:
This specification defines extensions to WS-Transfer primarily to
provide fragment-based access to resources.

change:
The extensions deal primarily with fragment-based access to resources to
satisfy the common requirements of WS-ResourceFramework and WS-Management.
to:
The extensions deal primarily with fragment-based access to resources.

delete:
Define a standardized technique for accessing resources using semantics
familiar to those in the system management domain: get, put, create and
delete.

thanks
-Doug
