Issue reports

In order to help answer the recurring question of what issues are  
suitable for discussion, I have added the page at[1] which categorizes  
issues in Bugzilla.

The lists represent the following:

Open issues needing action:
Issues that need more detailed proposals or other action before decision

Open issues needing review:
Issues that may benefit with some discussion before the preparation of  
a detailed proposal

Open issues with proposals:
Issues with proposals that may be ready for decision in a WG meeting

Resolved issues waiting incorporation:
The Editors' to-do list

Resolved issues incorporated but waiting closure:
These issues have been incorporated into an Editor's draft, but have  
not ben reviewed or accepted as "closable" by the WG
