I'd like to see some text that makes it clear that:
  Bob asked several times and ways to see if people had any more 
  questions about either proposal and no one spoke up.

Actually, I seem to recall that:
  Bob asked if anyone's position would change with more discussions and 
  no one spoke up.  This wasn't specific to Geoff's proposal but rather 
  to the issue itself.
I think adding this text would be helpful.
