Section 2.5 says:

A compliant SOAP Node that implements a resource MUST provide the Get operation
as defined in this specification, and MAY provide the Put and Delete
operations.
--
For some reason it makes no mention of Create - people will wonder whether
Create is required or optional.
Proposal:
Add the following after the above text:
Support for a resource factory (i.e. the Create operation) is OPTIONAL.
