Following further review and to address WG comments on Issue 4206, we have updated the actual recommendation on changes in the Framework for Section 4.5. We have added one sentence prior to the first example in Section 4.5, Policy Intersection that provides a reference back to Section 3.2 where aggregate behavior is described. Statements in the actual Description and Justification have not been updated to reflect this updated context. Once the WG has agreement on this Framework change, we recommend further rework on the actual changes needed for the Primer and Guidelines. Note that those actual changes have not been included here pending the Framework resolution. Updated Framework Proposal, Section 4.5 Change from: Assertion parameters are not part of the compatibility determination defined herein but may be part of other, domain-specific compatibility processing....
