However, the algorithm is meant to be applied in situations where the compact form policy expressions are included in another base document using the attachment mechanisms defined in WS-Policy 1.5 - Attachments. Obviously, in such situations, it is intended that the policy expression be taken out of context and treated as if it were a separate document. Justification: Could be misunderstood. Type: editorial Proposal: Add a note to section 4.3 that says roughly the following: Note: compact policy expressions that are included in other XML documents, such as WSDL, as described in WS-Policy 1.5 - Attachments, are treated, for purposes of normalization, as if they were extracted out of thier embedded context and considered independently as a document.
