Please see attached file. The proposal itself is fairly simple. Appendix A.2 of the WSDL 2.0 spec defines a mechanism to construct fragment identifiers for WSDL 2.0 components. These fragment identifiers can be used to construct URI references that point to individual WSDL 2.0 components. These URI references can then be used as DomainExpressions in the External Attachment mechanism defined in section 3.4 of the Policy Attachment document. All the best, Ashok
