Section 4.2 in the framework states:

|/wsp:Policy/(@wsu:Id | @xml:id)|

    The identity of the policy expression as an |ID| within the
    enclosing XML document...


WSDL 2.0, chapter 4 says:

Both mechanisms work at the level of WSDL 2.0 components and NOT at the 
level of XML Information Sets or XML 1.0 serializations.


The text in my proposal part 2 just pulls the two together for people 
that are not intimately familiar with both specifications. And it 
doesn't really seem appropriate to discuss WSDL in the framework, the 
policy attachment chapters on WSDL 1.1/2.0 seem more suitable.
