RE: Revised proposal 3965: Clarify text surrounding PolicyReference and for usage of wsp:Name attribute (primer)

Hi Fabian, 

I have a question. 

In 2, it seems that this is not really a Primer issue but should be part
of the Framework spec. I am curious why you targeted this point for the
Primer.
