Updated CR Drafts of WS-Policy 1.5 Framework and Attachment Speci fications

These documents reflect the resolutions for issues
<http://www.w3.org/Bugs/Public/show_bug.cgi?id=4306> 4306 and
<http://www.w3.org/Bugs/Public/show_bug.cgi?id=4307> 4037 that were raised

against the previous version of the CR Drafts, and were resolved on the WG
call yesterday.
