Is this something that we expect to be in the final document?
or just something we're using for draft versions?

RE ACTION: Asir to propose a new section that describes high level
changes [recorded in
http://www.w3.org/2006/08/03-ws-policy-minutes.html#action18]

This is a simple proposal. There are two pieces:

(a) A new appendix (after 'Acknowledgements' section):

'X Changes in this Version of the Document

A list of substantive changes since the Working Draft dated 31 July 2006
is below:

- Added feature P
- Changed feature Q
- Removed restriction R
- ...'

(b) A link from the status section to the new appendix:

'A list of substantive changes since the Working Draft dated 31 July
2006 can be found in Appendix X Changes in this Version of the Document
(hyperlinked).'
