Is this something that we expect to be in the final document? or just something we're using for draft versions? There are two pieces: (a) A new appendix (after 'Acknowledgements' section): 'X Changes in this Version of the Document A list of substantive changes since the Working Draft dated 31 July 2006 is below: - Added feature P - Changed feature Q - Removed restriction R - ...' (b) A link from the status section to the new appendix: 'A list of substantive changes since the Working Draft dated 31 July 2006 can be found in Appendix X Changes in this Version of the Document (hyperlinked).'
