I took an action during last week's telcon to look at the proposal that I sent before [1], in light of the fact that the WSD WG has decided to make the ONM feature a best practice [2], instead of a requirement. Given that the [action] value is not required to be distinct it seems to me that no change has to be made to the proposal. The proposal would allow a WSDL creator who wants to follow the best practice of WSDL 2.0 (in the case where the [action] values are indeed distinct) a way to specifically call out the fact that the [action] value satisfies the ONM.
