See http://lists.w3.org/Archives/Public/xmlp-comments/2005Dec/0004.html I was not present on the last XMLP call (and have to catch up on the minutes), but I would image that the issue would be reopened or at the very least there would be more discussion on this issue in XMLP. This does not necessarily constrain the WS-Addressing WG on providing feedback on the previous resolution or the new direction that Noah is suggesting, but at this point I would not consider the resolution to be final.
