WS-Addressing 1.0 Core [1] talks about 'request' and 'reply' message and 
define normative statements about those messages in the context of 
WS-Addressing. But, it does not define/specify what 'request' 'reply' 
message are.

There is no general accepted understanding of what such messages mean. 
The specification should either remove those statements or define 
exactly what they mean or move the statements in question to the WSDL 
binding where request/response (or in/out) are well defined.
