The W3C WS-Addressing working group met in teleconference on April 9, 2005
to consider your last call comment:

 

Example 3-1 in core spec has an extra "?" 
<wsa:RelatesTo RelationshipType="..."?>xs:anyURI</wsa:RelatesTo>
                                    ^^^^

After clarification from the authors that the notation was pseudo-schema and
after deep consideration by the group, we settled not in unity with your
recommendation.  The issue is closed with no action.
