As it stands, we do not prohibit reference parameters from containing wsa:headers. For example, an EPR could contain a wsa:Action header. This doesn't seem like a good idea, though at least it can be detected via the "IsReferenceParameter" attribute. Unless there is a compelling use case for such behavior, it should either be discouraged (SHOULD NOT) or prohibited (MUST NOT).
