Section 3 1st paragraph after property list states: 'The dispatching of incoming messages is based on two message properties: the mandatory "destination" and "action" fields indicate the target processing location and the verb or intent of the message respectively.' This suggests that _only_ these two properties can be used for dispatch, when in fact they are there simply to facilitate dispatch, and other parts of the message may also be used for dispatching purposes. It's out of scope for WS-A to say what a dispatcher may or may not use. Suggest rewording: 'The mandatory [destination] and [action] properties indicate the target processing location and the verb or intent of the message respectively, which facilitates the dispatch of incoming messages.'
