The proposal that I have put together, which is not detailed to the same
level as the PeerConnection API, is here:

Note: It does NOT contain functions for camera/microphone access; I'm
happy to live with whatever other groups come out with for that
function. It also does not specify a format for sending data, since I
believe we do not have consensus on even the design constraints for this.
Feedback welcome. If people want edit permission, so that they can enter
comments directly into the document, pass me your google account info.
