I'd hope that browsers don't go with a security dialog for this at all. The browser should be able to make the right decision here without user input -- indeed, user input probably isn't worth much, since many users will just click through the dialog. (And others will get confused or alarmed and not click, even though it's perfectly safe.) But I'm not sure why authors would need to know whether they're fullscreen or not.
