Request For Comments: WebView definition explainer

Hello everyone,

Following the recent e-mail thread about WebView vs. Browser, I started
thinking about how we could transfer that discussion into an explainer
format, so we have something we can publish once consensus is reached.

To get things started, I took Ashley's helpful summary (thanks again for
kicking that off!) and put it into a ReSpec document. After some follow-
up discussions, it seems we may need to move beyond a UX-based
definition and the WebView vs. browser distinction. We should also take
into account the [1] User-Agent proposal and our previous explainer on
WebView types.

To that end, I've started drafting an explainer and invite everyone to
leave comments and suggestions on GitHub:

My code and comments are just a starting point to get the document
rolling. Please feel free to suggest your own sections or comment
directly on the PR.

I'm hopeful this can evolve into a good definition and useful document
we can publish in the near future.
