Greetings of the day! How to faltered the pattern while bidding the 
tender? Write the simple e-mail with presentation instead of 
illustrative COs!
I represent Aristek Systems - 20 years IT outsourcing company which main 
stack of technologies and area of activity is fully fitting your RFP.

Aristek Systems based in Belarus. We have 9 software development 
departments with Team Leads (including strong Business Analysis, Project 
Management and other departments).
*100+* full time in-house employees here in Minsk. Around *70+* persons 
with various skill-set are in reserve.

We provide transition, re-designing, development&implementation of 
complex IT solutions: CMS, ERP/CRM, Databases, web-portals, platforms, 
mobile apps and other custom SW.
Some of key clients are from *retail, hospitality, healthcare, 
financial, oil&gas and educational* domains (3-5 years middle duration 
of the projects with approximately 50 Engineers involved).
We are high-performed at Ruby on Rails, PHP Symphony, HTML, CSS, JS, 
React, React Native and other stack of technologies.

Usually we start the project with the complex BA expertise (generally 1 
sprint). BA identifies all the requirements, prepares all the documents 
(full Specification, Use Cases and etc.), finds all the limitations 
(law, ...).
During the BA process we involve UX/UI specialists to create a fast 
Mock-Ups of a future web-site.
After approval we start the trial Development sprints with all the 
needed information which could be corrected at any moment of the time.

It helps increase the satisfaction by the End Product and realize all 
the requirements - Business, Software, User.

Costs: your average estimated budget is close to real but not enough. 
Work here by fix-price scheme isn't good idea, so my vision here is at 
least 300.000 with all the core wishing features and if you want to add 
anything more - final cost could be changed.
Agile methodology will help you  get a maximum of wishing functionality 
and get it cost-effectively.
