It seems we’ve reached consensus on the changes contained in the two pull requests above, so I merged them. The updated proposed WG Charter is at:

A huge thanks to Francois for helping the group close the open issues and fill in the TBDs. And equally, thanks to all the CG participants who have helped us with the chartering process by reviewing, suggesting improvements.
