That the Web developer wanted to forward clicks is besides the point; the explainer explicitly calls out that such functionality is out of scope (link <https://github.com/screen-share/captured-surface-control/blob/main/README.md#extension-to-additional-gestures>). However, that developer's other requirements are clearly in scope, and are also matched by other developers. I see no reason to have a lesser MVP than that.
