Regards, I think we need to look at all the use cases for RTCP and figure out best way to do them. Suspect the answer is different for differs things. For example, the rate you need information for congestion control of the transport is totally different than the rate you need information for codec rate adaptation which is totally differs than the rate to report stats at the end of the call. None of those have much to do with requesting a new I-frame yet RTCP clumps them all together. I think we need just about everything you mention, but I suspect we want to deliver them in different ways.
