Consensus for moving to FPWD

Dear WG,

to me is seems obvious that we have consensus to move the WebRTC Editors 
draft (current version 
<http://dev.w3.org/2011/webrtc/editor/webrtc-20111017.html>) to FPWD. 
The call was issued on October 18 
<http://lists.w3.org/Archives/Public/public-webrtc/2011Oct/0057.html>, 
and the only change requested before moving to FPWD was 
<http://lists.w3.org/Archives/Public/public-webrtc/2011Oct/0064.html> 
which proposed an update of the abstract.

The plan is now to update the abstract accordingly and the Chairs will 
then request the publication of the document with the following information:
- title: "WebRTC 1.0: Real-time Communication Between Browsers"
- short name: "webrtc" (meaning that the spec would be published at
http://www.w3.org/TR/webrtc/)
- requested publication date: 27 October 2011
