On further inspection, it seems that it is not that other browsers set [[Stopped]] immediately, but rather that other browsers bail out of setParameters/replaceTrack/insertDtmf if [[Stopping]] or [[Stopped]] is set. That's an easier spec modification, and seems sensible anyway.
