henbos has just created a new issue for https://github.com/w3c/webrtc-svc: == Why is scalabilityMode not an enum? == According to [the guidelines](https://w3c.github.io/webrtc-svc/#addingmodes*), any proposed string will be added to the table. A set of valid strings sounds like an enum to me, even if that enum type is later amended it's still an enum.
