I have submitted PR https://github.com/w3c/webrtc-svc/pull/82 but there are some questions we need to answer before merging. Looking at the [AV1 bitstream specification](https://aomediacodec.github.io/av1-spec/av1-spec.pdf), I do not see a diagram for `L3T1_KEY` on page 125. This makes me wonder whether the mode shown in the diagram was renamed from the AV1 mode designation, or whether the error is with inclusion of the diagram rather than a missing table entry.
