From the user's perspective, the main issue is probably if user starts capturing with a camera that is shuttered. In that case, couldn't it be the UA that would provide the warning to the user? That would seem more robust than expecting every website to handle that case. If user is using the shutter in the middle of a capture, user will probably not forget to remove it when needed.
