I think it can be even simpler, you always include a=extmap-encrypted, and 'require' means that you explode if the other side doesn't support a=extmap-encrypted. (Not sending extensions at all seems like a suboptimal failure mode.)

This is similar to what we had proposed for a=rtcp-mux before that was made mandatory.
