Working locally w/ Vagrant

Hi PhistucK,

I wanted to show you this upcoming patchset that will allow us to work locally on mediawiki code.  

I have been working toward using Wikimedia maintained  MediaWiki-Vagrant workspace so we can use the same tool as them, and add our own packages on top of it.
