Should sitemap file be dynamic? (associated bug#19539)

Hello:

We need to generate a sitemap file for SEO (see bug:
https://www.w3.org/Bugs/Public/show_bug.cgi?id=19539) and to have a correct
map of our hierarchy. A question has come up as to whether it should be
dynamic or not. Would MediaWiki performance be a problem? How bad is the
user experience if the search engine result points to a bad link?

Thoughts?
