Web Payments Workshop position paper

Hi all,

As discussed on the telecon, this group is submitting a position paper
to the Web Payments Workshop:


It is meant to outline the problems that we've identified over the years
with payments on the Web. It is also meant to state clearly that we're
working on those problems and would like the work we're doing here to be
included as input to a Web Payments Working Group (if one were to be

The paper is currently very rough and will be edited heavily during this
week. I'd like to submit it by the end of this week (January 31st 2014)
to beat the rush of papers for the February 8th deadline.


The abstract still needs to be completed, but will be done at the very end.
