For a few more data points on the sort of diversity you can come across
at W3C wrt. WG Charters:

(free for all, anyone can join, hundreds of WG members)
http://www.w3.org/2013/09/html-charter.html

(working on over 38 specifications for standardization at the same time)
http://www.w3.org/2012/webapps/charter/

(proof that persistence pays off in the end)
http://www.w3.org/Graphics/SVG/2012/charter

(tackling a very hard issue with a huge problem space)
http://www.w3.org/2011/tracking-protection/charter.html

These selections are meant to demonstrate that this group is not unique
in the approaches that it's taking.
