Re: [w3c/payment-request] Change of approach for gesture to invoke Payment Sheet (#834)

Following @mattsaxonwp, an idea was for a merchant to provide both a legacy checkout experience and a call to PR constructor. The browser could render them both and prompt the user to choose one or the other.
