The browser can fire a [CanMakePaymentEvent](https://w3c.github.io/payment-handler/#the-canmakepaymentevent) in the service worker to determine whether that service worker should be offered to the user as one of the payment handlers. No payment handler UX is displayed at this time, so it does not make sense to load a PH web page. The SW works best for this type of use cases.
