Not sure if this is the case. Most seem to want to hide fees so that
- The user agrees to pay T to the merchant via PMO
- The PMO deducts Middleman PWA fees and sends to account
- The PMO deducts its own fees
- The PMO sends residue to Merchant

If that is not the case then the rest of your idea sounds good!
