Re: [w3c/payment-request] support of VAT (#699)

I second to this. I want to add in the Nordics there's a "e-receipt" (in Finnish only, sorry, I can't find material in English https://teknologiateollisuus.fi/fi/ekuitti-eroon-paperikuiteista) that's being drafter as [MyData](https://mydata2018.org/) standard. In B2B this will have touch points to [XBRL](https://www.xbrl.org/) too and tax collection.
